Why can’t we plant cacao?

I’ve thought about it from time to time, but when I got cacao seeds and plants as two separate prizes from my adventure tickets yesterday, I really started wondering why can’t we plant and grow cacao. We can grow wheat, carrots, and eggplant two different ways (wheat and berries, wheat and honey, carrots and apples, carrots and onions, eggplant, cabbage and tomatoes, eggplant and watermelon), but not one farm for cacao. Also considering how important the lava sauce is, we should have another way to grow peppers. And while we’re at it, why are hazelnuts so hard to come by? 4 plots only gets you one bowl. Same with watermelon and eggplant and cabbage. It takes so long for them to grow, and they need so much fertilizer, it seems that the yields should be higher.
